IBHE approval of distance education programs:

IBHE approval of distance education programs may not be necessary for those institutions with no physical presence in Illinois. Institutions that may meet the exemption requirements under Illinois statute should submit a request through the online submission process and staff will provide a response.

Institutions participating in the State Authorization Reciprocity Agreement (SARA) do not need to apply for the exemption. Click here to learn more about SARA.

The description of which institutions are required to receive approval to operate and grant degrees in Illinois and those which are not falls under 23 Illinois Administrative:

*Please note: application will need to be printed, signed by the appropriate administrator, and mailed to IBHE to complete processing. There is a $250 Exemption Fee made payable to IBHE, paid via check, money order or cashier’s check. Mail payment with form to:
